It depends on whose time you are talking about. If you are travelling intergalactically, you can get arbitrarily close to the speed of light. Thus reducing the SPACESHIP's journey time (almost) by as much as you want. Relative to EARTH time, yes it will take longer because every (Earth) second you are out there, the Universe gets bigger.

No. Our galaxy is not expanding, and neither is our local group of galaxies. If you want to travel beyond the Virgo cluster then, yes, it will take longer because of the expansion of the Universe.

cosmo has a point - how far are you travelling?
but if you're heading for a really far away galaxy, gut instinct says that there should be some relativistic effect that means the opposite of whatever you expect will actually be the truth.
