Yesterday I was parking and my front bumper barely hit a car on the side (near the back door). There's only one tiny scratch (about 1/4-1/2-inch) that is semi-deep, with a few more white scrapes. How much would this cost around to be repaired? I think he had bigger scratches there from before, so he might make me pay for those too, but I am hoping to negotiate.

it costs $10 bucks if you do it yourself!! Get the paint code of the car and go to a local parts store and purchase a touch-up bottle and do it yourself!

A scratch that gets down to the metal (even if very small) can require them to sand down the area and repsint it. In California this starts at around $250-$400.

There are other ways to fix this - like touch up paint - but what I mention above is the most complete, and what you get if it was reported to insurance.
