For example, every black person who grew up in a rough place knows how deep the "DONT SNITCH" code runs in the community. But when white kids hear rappers say this (it is also the rappers fault too) it all of a sudden becomes a problem that is put on the news and newspapers. Why is that so?

Because the "Don't Snitch" code is a sign of ignorance and is wrong. I don't think it's a "white" thing (although thank you for showing a racist streak). I think it's an "educated" thing. Unless you want your neighborhood going to hell in a handbasket, you're supposed to report any scumbags or lowlife criminals. How else are you supposed to keep the trash out and the kids safe? Do yourself a favor and go to college and get a good job.

I don't know much about the particular "trends" you are referring to. But I do know that It's is about race and economics. Society at large really doesn't care much about what happens in communities that are traditionally economically disadvantaged, whether African-American or white Appalachian. When some of these trends you are referring to hit the white middle class it becomes a concern.

Well let's hope other social norms don't bleed over too much, like fatherless homes, gangs, drug related crime, things like that. Let's hope that we can all influence eath other in more positive ways...
