From Sunday to Thursday it means Thursday of next week. On Friday or Saturday it means the Thursday coming up (which is also the Thursday of next week).

The next Thursday after the day you say it on. So if you say it on Monday it'll be in the same week, but if you say it on Friday it'll be next week. If you say it on Monday and mean the Thursday next week, try the Thursday after next, or better still a week on Thursday, as in they'll deliver it a week on Thursday.

Eiiiy! - You do ask a perceptive question.
The [limiter] of NEXT defines this as "the following one."
SO....... "I'll see you again next Thursday" would mean one week from this Thursday - depending upon whether your schedule updates on either a daily or weekly basis.
