No, that's not one of his powers. Aquaman used to be married to a woman named Mera (I think she vanished or was kidnapped, but I don't know if she ever came back, because I stopped following Aquaman years ago.) Aquaman and Mera had a child, and Mera and the baby both had 'hard water' powers; they could animate water in forms that were not ice cold, but temprarily solidified. Think of the creature in the movie The Abyss, and you've got the idea. This could be used in attack mode as a battering ram, or in defensive mode as a wall. I hear reports that the hero formerly known as Aqualad (whatever the heck name he's going under now) has also developed this power.
On the old Aquaman Saturday morning tv show, he was sometimes shown winding up as if for a punch and 'throwing' a small vortex of water pressure, like a remote-control punch, but that is not consistent with the comic books.
Aquaman's own powers are formidable. He can breathe and live underwater at any depth for unlimited periods of time, giving him the freedom of the seas. He is able to communicate telpathically (though he uses it mostly on sea creatures) and is able to mentally dominate them to compel them to do his bidding. After the martian Manhunter, Aquaman is supposed to be the second most powerful telepath in the Justice League.
[I guess, in an earlier generation, it was said that he 'communicated' with his 'sea friends' and they did him favors. That was probably more emotionally acceptible, but really gave the fish too much credit for intellect and bargaining ability. I wouldn't be surprised if the PETA fanatics started attacking him for dominating or 'enslaving' the fish.]
In addition to that (though it is not emphasized as much as it should be) since Aquaman is adapted to life at the ocean floor, his muscles, which are capable of withstanding the pressures of hundreds of standard atmospheres (thousands of pounds per square inch), when he is on or near the surface, he is really strong.
This helps to explain how he can swim at hundreds of miles per hour on the surface, push apart ships that are about to collide on the surface, burst his way out of ropes on the surface, etc. This was stated in Justice League during the seventies or eighties, and was probably neglected by other writers although it is very reasonable.
I have seen recently that he lost a hand (and has some sort of prosthetic spear or trident) and was supposed to have gained some kind of magical ability in return, but I am not familiar with these recent developments.

The current post-Infinite Crisis Aquaman does not seem to have the "hand", and whether or not the post-IC Mera still has her water manipulating powers remains to be seen.

No , Tempest did not have water powers his were magic, based. His wife Mera , and his adult son both can manipulate water.
