If you want to be a manager as a positive career move, then approach some managers and ask what kind of qualities are considered desirable in your chosen field. Do your homework. Work hard. Demonstrate the necessary drive and determination. And be prepared to start at the bottom. Good luck!
If you want to be a manager because you just want to be able to tell people you're a manager, then there's no way you're in the right frame of mind to become one. Re-think your plans.

Why are you not getting a manager's job now.
Are you unemployed? Look at education such as Business Management.
Are you in employment? Do you have the relevant experience and abilities the company look for in a manager? Discuss you ambitions with your line manager. Also discuss any in-house Management Development Programmes. Will your employer pay for external training and development which would also benefit your organisation?
