Yes Yes Yes. Most people leave the thermostat to the recommended setting. The best thing to do is count how many people live in the house, estimate the frequency of usage of water. If it is low (maybe only 2 ), you can turn the setting down to even the lowest . There will be enough hot water for all.
Newer water heaters are not in tanks anymore but turn on per individual use. If your water heater is that type, it is up to you to determine how cold you can stand the water.

Yes. You may also want to consider wrapping an insulating blanket around the heater. Putting foam type insulation on the hot water pipes coming from the heater as well as several feet of the cold pipes entering the heater will further reduce heat loss.
I've lowered the thermostats on my furnace which heats the house via hot water baseboard heaters. Operating cost has gone down considerably.
Note that during winter, any heat escaping from the water heater helps to warm the house, so it isn't entirely wasted.

And, if you also put on a "heater jacket", it'll lower it even more.
You can buy heater blankets/jackets at most home supply stores.
They can run $15-$30. But, are supposed to lower your water heater cost by 20%.

Is your hot water heater, gas or electric?
If it is electric then yes it will lower your eletric bill.

Yes, it will. Better yet, replace it wih a tankless heater. There is a $300 tax CREDIT available for installing one of these. Google 'tankless heater tax credit' for all the info.

It depends if you lower the hot water temperature won't you start using it more rather than less hotter water mixed with cold!
