Heat and water or steam are usually used during the shaping process. Anything which help protect again heat and moisture will help.

Traditional methods of waterproffing powderhorns was to use linseed oil or even paint. Any good waterproofing covering should work. I recommend spar varnish or one of the newer epoxy sprays.
