1. Nobody likes swimming in any 'juices' which may be released as a result.
2. The extra weight drags people to the bottom and they drown, as they're too heavy for the lifeguards to drag them up.
3. The pets sometimes go for number 2s in the pool. Floating dog doodoo is a bit of a turnoff for the swimmers.

I guess because "heavy petting" is easier on the ears and the imagination than "fondling" or "groping." As this leads to the obvious, I guess England does not want to turn public pools into a public toilet. There's already enough urine and bad B.O. washed off into it! Publice pools are disgusting. I've got a big jacuzzi tub ... don't get any ideas ;)

Perhaps it would cause you to sink rather than swim. Though I fail to understand why you would wish to engage in such an activity as most swimming pools are, after all, full of piss.
