You can do this but w/o sand it will be very brittle. So basically it would be a waste of time. It will crack & break

If you just use cement, once dried it will be that fragile you come put your finger through it, use sand ether 3 to 1 or 2 to 1, ideal mix that 3 parts sand to one part cement, if you want maximum strength mix concrete which is three parts chips, two parts sand and one part cement.

It will set, but the mixture will shrink and crack. The best mix to fill in holes is 3 sand to 1 cement.

No you will need sand to make a proper mortar usually a 4sand to 1 cement powder mix is the norm,mixing with aggregate will make concrete instead.

You need sand as it makes the mixture more workable add a small squirt of washing up liquid to. If you use only cement and water it will harden so fast that you will have no time to spread it. I would use one measure of cement to four of sand, three if it wants to be stronger.

USE:- 5 spades stone,2 spades sand,1 spade cement and 1/2 bucket of water. You won't be able to work concrete without water. But if you are using it to secure posts in a hole,the dry mix can be put in and the dampness will cure the concrete.(Make it hard).

You need three or four parts sand, depending on the strength required, to one part cement. If you don't use sand it ill simply wash away with the first rain, also add a dash of washing up liquid, pva glue or anti-cracking compound to the mixture to stop it cracking in the first frost you get.

The cement will dry hard but will crumble under load and wash away if any water passes over it. You need to mix in sand in order to have any structural integrity.
