What percent in length and girth should the penis change during the day due to heat/cold and other conditions placed upon it?

It's very variable. I don't know the approximate percentages, but during warm weather, for example, or in warm water, the penis can lengthen and the scrotum hangs looser. Cold weather? It gets smaller. Other than these extremes, it pretty much stays the same except when you are overly excited about something, even non-sexual. The change in length of a flaccid penis is more noticeable than the girth.
In the flaccid state, the size of the penis does not change as much as it does going from the flaccid to the erect state. In the case of the later, in some chaps it can double. Men that are unusually well endowed in the flaccid state tend not to increase their penis size as much as those who appear to be less endowed in the flaccid state. These apparently lesser endowed chaps can actually have relatively huge erections.
A flaccid penis tends to be most lengthy in the morning or when you are in a very relaxed state. Otherwise, it pretty much stays the same if not for extremes in temperature or overall excitement.
I've heard it said that if you gently pull on your flaccid penis as much as you can without pain, that approximates at least the length of your erect penis. I think it's best though to measure both states of the penis separately, however.

Why do you care about that ? When it is hard it should be between 5 and 7 inches on average. Good Luck ! :)
