Question: Does the government care about people?
Answer: Not the Bush regime. But it does care about wealth. And power. And political deals that promote its own wealth and power. The only people it cares about are Americans who have been killed by terrorists. And there it is blind to race. This regime loves Americans who have been killed by terrorists because that justifies their killing and torturing anyone they call a terrorist. It justifies their giving billions of dollars to Halliburton and other military-industrial cronies. As to black people: where would the armies they send out to die be without black people? When it comes to cannon fodder, the Bush administration is color blind.
Also if you're as smart and agreeable to them as Condi, they will treat you as though you were white.
And when it comes to your votes, they would actually prefer if Diebold Voting Machines steal the votes of black folks. So put your mind at ease. The Bush regime actually has plans for black people. But I doubt if it would make you feel any better if you knew the specifics.

The government doesn't care what color a person is. I work in government and the calculations for eligibility for different benefits are the same no matter what color a person is. You might have some people in government jobs that are racist but they are not always racist against black people. I've met some that are racist against everyone but their own race (which happened to be black). Usually racists have very little influence except to gripe and complain to their own little group. Most people really don't care what race everyone else is these days.

The government cares about all of us, no matter what color we are... AS LONG AS THEY KEEP GETTING THEIR TAX DOLLARS OUT OF US.
