No one person in a big problem feels that they are at fault, for example, the problem of gas usage, no one person feels that it's their fault that the gas is getting used up, it's everyones fault, but every individual plays a part.

It means that one person in a group that's gone mad, so to speak, doesn't feel responsible for his actions because he knows that it wasn't solely his actions that led to the destruction that was wrought, even when his actions contributed to the damage done.

let me put it this way:
when you're part of an army, your job is to go out there and kill as many enemies as possible. you actually feel like its the right thing to do because its your job. but war is wrong and they dont realize it because they think its actually helping our country.
