Hi, i do not think that this will help you medically but it may help i am a skier so i know that you can buy heated socks for your ski boots and i think you can buy just the heat things also to put in your socks you could try this? This will help medically but personally it sounds like a circulation problem go get some Riki done and it may help also by fixing the blockage.

I get terrible cold feet in bed i have to wear bed socks and take a hot water bottle with me, some times the pain is so bad of cramp in my feet that I have to get up and stand in front of the fire till the pain subsides.

I get terrible circulation in my feet because of a back condition i have and altho i've had a procedure to increase the circulation in the left leg, and it worked a treat, they can't do it on the right one. something to do with not knowing how the side effects affect women. anyway the result is a nice normal left foot and a right foot where most of the time, even in the height of summer, i can't feel my toes!
Oh and go to www.lakelandlimited.com they have slippers where you can microwave the insoles and they keep your feet toasty!

Definitely bad circulation, find some exercises which just involve moving the feet and toes, see if this can generate capilorous growth in the feet, leading to a better blood supply
