The person was born the day after the 28th.
So for 3 years that is the !st of March.
For the 4th year it is the 29th of February.
Always the day after the 28th. That is the day they were born.

My birthday is on Sept 23rd. But i feel for those people who were born on Feb 29th. My guess is that they celebrate it a day before or after.
