The person was born the day after the 28th.
So for 3 years that is the !st of March.
For the 4th year it is the 29th of February.
Always the day after the 28th. That is the day they were born.

A childhood friend of mine was born on Leap Day. We had her birthday on the 28th, and then on leap years we had her "special" birthday party.
