my neighbor is always shooting my quad, and dirtbick with a paintball gun and a pelet gun.i saw pot on the side walk in front of his house. he threw a knife at my moms car. what should i do?

It would appear that you have several options here.
One, you could buy your own paintball gun, put the paintballs in the freezer and when you see him outside doing it the next time peg him with the frozen paintballs.
Two, you could call the police.
Three, you could buy a cheap camcorder, catch him in the act and then call the police.
Four, you could pay somebody to beat the hell out of him.
Five, you could wait until you see him the next time, and beat the hell out of him yourself.
Really, these things should have come to your mind by themselves. I would imagine that it is entirely up to you as to which decision you decide to make.

Sounds like you should have called the police along time ago. As long as society continues to be afraid of these cowards they will be a problem.
