I'm planning on building a drawer, however I would like to know what this paint is call and how do I get it done?

It look like they painted a wood dresser black, then distressed it by lightly sanding all the edges.

It might be a stain and not paint. Take an existing drawer down to your local paint store and they will be able to help with all that you need.

I've seen furniture painted black, then coated with pigmented laquers create this look.
