Mothballs keep deer, skunk, etc away...perhaps it would work if you scattered some on your lawn. Animals do not like the way they smell. Could work for dogs too. Best of luck.

Other than a fence, animal deterent punishment (spraying with hose, etc) you are kind of out of luck. I am assuming that this pup doesn't run free, but is on the leash of it's owner who ultimately decides where the pup poos. I would confront the owner regarding the matter of private property and damages. Re-sodding your lawn after urine creates large dry spots on your lawn can be pricey. Does he want to foot that bill after you videotape him allowing his dog to do this on your lawn? A small claims court could resolve this, but this is a very ugly option.
You can also place a sign on your lawn for the benefit of all your neighbors with dogs stating that you do not want any dogs on your property or you will prosecute. Legally, they must stay on the sidewalk and clean up after their dogs after they do their business on city green strips, not your lawn.
You could write to the Dog Whisperer and see if he has any magic tricks or wishes to intervene on your behalf as an example of no no's on his show.

Living on a street with a nice parkway has caused me to deal with the same issue. After enough of this I got annoyed enough to put up a sign that read something like
"I watch for you and if you dont clean up after your dog then you can have me collect it and dump it on your lawn or porch, preferable where you can step in it" and I put out two plastic bags for her to use to clean up the poop. It stopped and hasn't happened again. A real good deterrent for those walking their pets that think they are really getting away with something! Try it and see.

Sometimes using old fashioned moth balls placed throughout your yard will repel them, but they melt from the watering and will have to be replaced periodically. It is obviously a poison so you will have to live with that.
