Sprinkle a good layer of talcum powder all over the floorboards, this will work into the joints and stop any creaks... (you didn't ask that, but hey, I like to be helpful)..... If the boards are not varnished then a good brush with a stiff yard broom will be all you need..... If you use a gloss the flooring will last longer but it can get a little slippery with certain spillages... An emulsion, (slightly diluted), can look pretty good although it greatly depends on the quality/age of the floorboards before you start.... Perhaps try a small patch in a room where you have or intend to have carpet so you can hide your trials up once you have finished getting the attempts right.

Why oh why are you painting wood floors? I can see how it may look good with some decor but...it just pains me, lol. Hmmm, i am thinking that with an antiquey or french country room that a white washed look would be really cool instead of just a thick white complete cover of paint....

Anywho, yes you need to sand them first at if they are varnished it wont stick...at least I wouldnt think so. You want a nice smooth finish anyways. Consider the white wash look. Good point up there as well with the paint scuffing and maybe coming off in parts with wear and tear. The white wash look would be good for this too as it isnt supposed to look perfect.

I am not a painter or decorator but I would have thought that you would need to sand them down to prevent splinters at the very least.

I would also have thought that you might want to look at the screws or nails that are currently holding the boards down to make sure that they are not protruding. Then consider what you might want to do in the spaces between the boards as part of the preparation before you paint them.

You will get a far better finish if you give them a quick sanding first. It does not have to be so they are smooth as silk! Just to take off any rough bits....white floor boards will look good, it will be worth the extra effort! Good luck!

If they have a sealer (usually shiny) on them then yes you will have to sand them and no matter what you do the white paint will scratch and scuff. You can get white stain for floors but the darker your floor the less likely that will work.

sand them first. then paint them with watered down emulsion. that will give you a faded seaside look. if you dont like it just paint over them again.

sand and prime them then paint and put clear varnish for protection

Why not buy yourself a white carpet and be done with it/ok.
