Yes it is still there. There are lots of data recovery programs (enter data recovery in your browser search). The quicker you try, the more chance of recovery because after a time the files get overwritten.

Jlacroix is misinformed. You can get such programs as 'Recover My Files' for 69 dollars or even freeware data recovery tools on many sites, eg SnapFiles.

No, once it is deleted from the recycle bin it is permanently gone.
