Having anyone than a highly qualified and experienced surgeon do any kind of plastic surgery on you, especially on your face would be very foolish. Save your money and get a good Doctor.

Depending on how baggy the skin is, you may not need surgery. Laser resurfacing around the eye area tightens up the skin and eradicates wrinkles. Completely got rid of my eye bags without having to go under the knife. Recovery took about a week to look normal again, the first couple of days isn't a pretty sight but the results were worth it.
