The straight answer: The arrows are computer generated and do not really exist. Therefore he can have as many as he wants.
The silly answer: There's a team of fairies who make the arrows in another dimension. As he runs out, they shove more into his quiver. After every battle they collapse in absolute exhaustion, but they know they've down their job to keep this elf princeling alive.
