No airline will prevent you from leaving the airport even if you are there to catch a connecting flight. If you leave the airport, you need to ensure you have enough time to do so. You also need to remember that once you leave the border controls, you are entering the country. Therefore you need to ensure you have the necessary paperwork (namely visas) to allow you to enter the country. In your case, you need to ensure you have enough tie to catch the connecting flight and you are eligibale to enter the US.

Well, when I went Jamaica a few moths ago, I had 7 hours in Miami. I took a city bus into town, had lunch, and was worried that I wouldn't find my way back to the airport. Almost nobody spoke much English. It really depends on tickets, if you fly to 7 destinations before you get there, then your fight will cost only $169 or so. If you worry about things life time or inconvenience, or flying to random other cities becaus eof delayed flights or spending whole days in airports, the just buy a more expensive direct filght.

If you have to stopover at any airport, as long as you have the time and as long as you do not require a visa for the country of your stopover, then you are at liberty to leave the airport and walk around at will. That said, you would have to complete the visa waiver form for entry to the USA at SFO, which means giving them all the gubbins about passport numbers, date of birth where you are staying and all that stuff. In the case of the USA there is no reason why you should not leave the airport but from a practical point of view, unless you have a lot of time you may find that going wandering off may not be possible!

If you do have enough time you can - but remember that you would have to check in all over again, I know in Singapore if you are flying to Australia and have a long wait for a connecting flight Singapore arrange a free trip for you! You can also in any of the India airports and Ireland. But allow your extra time for rechecking in and you will have to go through immigration in US so may not be worthwhile

I think you have a period of 12 hours before you have to enter the country and go through customs, but I'm not certain. Visit the website for the airline you are connecting with, or call them, to get the current information.
