this may happen if your university doesnt allow any of its students to download or install anything,,,, they do this to protect their systems from any kind of virus attacks,,
if u still want to break this system,, then u have to go thru a lot of procedure in C drive,,,,,
but, it is not recomended to do, as the system might not work later,,,
so,,,, then ultimate answer for your Q is,, no,,
try to uninstall the firewall or the anti virus, then u might be able to download things,,,,
anywyas,,, i personaly wud not recommend u to do it,,,

Please explain in detail what u do that makes such an event to occur, it highly unlikely that pc starts or reboots,maybe you are having an virus, see that ur OS if it winxp is installed with latest updates that is service pack 2 nad u have a good antivirus, i would suggest kaspersky, or Avast , also have Spybot installed to check for spywares
