You can but they may not be as effective if you were using them the correct way. You may want to use a condom that has spermicide in them to prevent pregnancy.

YES..you certainly can!! Remember, the condom covers the penis which is the dangerous part of having sex. What's between the penis and the vagina is the important part of preventing pregnancy and STD's.
As for Isra's comment...she's totally WRONG. If a guy's penis is in your vagina, and he ejaculates, you could get pregnant regardless of the fact that the two of you are in water.

Why would you need to? Water cannot get pregnant by you. I'm sure you cannot catch and STD from water, so just ditch the condoms all together.
