I think I know what you mean: are you afraid to give compliments coz you wonder if you're even allowed to talk to the person? (Or something along that line.)
I am secure enough to give compliments.
You sure ask some good questions. I like seeing yours on here. :)

Yes. I only give compliments if I really mean it though. I hate it when people are fake and just say stuff for the hell of it. Compliments make people feel good about themselves and that's cool if you can make somebody feel like that.

I give compliments often, I don't think it's an issue of security - If it is Wow! for me.

Yes I am, but receiving compliments is really difficult for me... I think that truly shows how insecure/secure somebody is in themselves...

Oh yes, I love to give people compliments. Especially in my business, apartment management, I try to tell every person that enters my office one nice thing. It just makes people feel good.

Absolutely yes, when I can find something genuine to compliment someone for.
Nice hat, by the way.

Yes, quite often.
If I see someone that has made an effort
to do a good job, dress nice going to the mall,
I will tell them - well done, you look very nice,
or I like your outfit etc.
Makes me feel good and the other person too.
You look good yourself - you could double for
Frank Sinatra. Sharp dresser - good voice!
