fluency in the english languge can be achieved only by constant use and practise, so get together with friends who speak english well and just talk to them.
but other than fluency you may improve your vocabulary and syntax(sentence structure) by reading (of course good english books,otherwise the only thing to learn from bad english books is bad english.) hope that this will help.

If you want more proper way of talking, then go to England. American has a lot of slang words, and they can be confusing.
Go to a store, and listen to people. Watch what they do while they talk. Look at their hand movements and expressions on their faces. Then try to find a tutor that can help you with your accent. If there is not one around or you cannot afford it(which is understandable because they are expensive), try to buy or borrow tapes of people pronouncing words and letters from a local library.

By talking to others in English only...watching English movies..and watching English news (this helps like heaven!!)
Please do not enroll yourself for any english courses because it is only waste of your time and money..

Enroll into a speech class, etc would probably help out and speaking to people in english.

buy a learning tape r dvd or cd from barnes and noble,hang out with friends who talk crazy english u caught on fast oh yeah
