You can go to www.webcamnow.com and get a free ID and you can set up your cam there and also see everyone else's for free, but it kind of sucks unless you pay for your account. The video feed is really slow and trying to get your cam broadcasted is really confusing. Also, if you ask anyone in the chat room if they'll help you get your cam broadcasted, they won't chat back to you. I don't know why. But you could also try MSN messenger.
