The important question is not "can i fish", but indeed, "what will happen to the overall fish stocks in the river should i deign to cast my little worm-bait into the river"
should you begin a systematic program of lowering the volume of piscine life in the seine, you personally would be held responsible by world governments for the falling north atlantic fish stocks, most notably the already dwindling cod, known for making its pied-a-water in central paris from where it commutes to the southern icelandic territorial waters to be fished and turned into battered fishfingers and sold in supermarkets the world over. Were you to then begin fishing in the Seine, your actions would cause trawlermen throughout the atlantic to lose their jobs through a lack of fish. Could you ever have that on your conscience? Do not fish. Instead, chase starlings through the streets, catch them, give them a kiss and release them again. it's far more satisfying.

I don't think you can fish because since there are so small amounts of fish, the government doesn't allow fishing in the Seine.
