Water heaters have an interior lining, and there are several connections (the hot output and cold input at the top, and the drain at the bottom). If it's electric, it also has holes where the heating elements go in. One of the pipes may be leaking where they connect, or the gasket for an electric heat element could be leaking. Worst case scenario is a cracked interior lining. Best to have someone look at it who knows water heaters.

If your water heater has a water leak, you would see water at its' base. The sound of water thru it means you could have a leaking pipe, or just someone in the house using water.

What are you saying?;inside the heater water would be dropping as droplets.If you don't hear the sounds like that you should call the experts.

The tank on the inside may be ruptured - if this is the case - there is no way I know to fix it. Just go get a new one. If your existing one is more than 8-10 years old you may be able to get a rebate from your utility for a new high effeciency unit because of energy savings.
