Pennsylvania - Allegheny County to be precise - has produced Joe Namath, Joe Montana, Jim Kelly, Dan Marino, and many more!!
It is really amazing how one county where the city of Pittsburgh lies can have produced so many quality quarterbacks!!

George Blanda, Jim Kelly, Dan Marino, Joe Montana, Joe Namath and Johnny Unitas were all from Pennsylvania.

Pennsylvania has the most QB's and the most players (26) in the PFHOF.

Mississippi doesn't have any QB's in it, but they'll get Favre and McNair when they retire.

I'm not sure about what state but as far as schools go; like them or hate them, BYU is the best quarter back school of all time.
