CAREFULLY use a straight edge razor to lift, then resolve carpet cleaner for the spot left behind from the tar. Dish detergent works well straight on also.

Since tar is an oil based product, you can use any solvent to get it out - it'll stink, but it'll remove the tar. (mineral spirits, paint thinner, gasoline, etc.)

Shortening will take it off of your feet.... not sure about cloth seats. Try upholstery or carpet cleaner from your auto parts store. That stuff works great on other things. Good Luck.

lighter fluid will get it out of hair(you don't want to know how I know this)... might work for car seats. just be careful to rinse well.
