I need to know how they communcate by talking phones newpaper?

they usually speak to each other. Telephones and mobile phones are quite popular among the natives.

But occacionally you will see the locals use hand signals in conjunction with speech to communicate.

Many people in Belgium write to each other, some use SMS tect messages, but by far the most common way to communicate is simply by talking.

Like in the other modern countries were all the present day communication technology is present.

The language isn't a problem because many people ( especially the Flemish people ) master 2 or 3 languages at least. The communication between the two principal languages ( Flemish and french) goes without a problem in one of the two languages. I must say there is a little group of stubborn french speaking people around Brussels that refuses to make a effort to speak Flemish.

Some remarks to Andy :
You say that Flemish speak reluctantly in French and mostly in English. This is partly correct because some French speaking can or will not speak Dutch (language of the Flemish people) so the Flemish people are having enough to talk always the language of the others without that the French speaking are doing some effort.
French speaking Belgians prefer to learn English before learning the language of 60 % of the other Belgians AND are then surprised not to find a job because they can not communicate with their fellow Belgians.
A good working community should respect each other.

About the WWI, the officers were to blame that they did not try to speak the language of their soldiers (mostly Flemish farmer boys soldiers because the mobilisation could only be completed in Flanders).
Disasters followed because if you give orders in the style "and for the Flemish soldiers the same orders" it is naturally that your orders are not understood. Who was to blame the poorly educated farmer boys or the rich French speaking officers ?

Loyalty of German speaking Belgians was suspect. If you were only one generation "Belgian" and before always German, I can understand it BUT also they had no choice because Hitler annexed them in 1940 because they were following him Germans. These German speaking Belgians fought for the Belgians and had to fight for the Germans in Russia. The other choice was the firing squad (on the receiving side).
