First you need to call in a few favors locally. Start sending it out to talent scouts and record labels. Network yourself. Have your own website and fan site even if it is just locally. Eventually someone will find out about you. Being a singer or having a band is just like owning a business. You have to market and advertise yourself constantly. Branding is very important. Make sure you have a budget and a good friendship developed with the local radios and newspapers etc... If you don't have the skills to do this...enlist someone who does to manage as well as market.
Good luck!

What genere is it?
If its one of the following generes: Reggae, R&B, soul etc, then you can send it to :

JetStar Phonographics Limited
155, Acton Lane, Park Royal, London NW10 7NJ, UK.

Have you copyrighted your songs yet? You should, for your own protection. On top of it, it might be a good idea to get registered with PPL.

I agree with Myspace as an outlet. I also think you should perform at many 'open mic' nights and have your CD available.
