Yes it is. Some companies have to work on Sunday to meet deadlines as I have often. If someone was deliberating making noise such as loud boom boxes you could have them arrested as it is illegal.
If large scale construction work went on for two long on Sunday you could complain to the city council and maybe get them stopped as a nuisance.
