I think car dealerships use detailing products that aren't really available to the general public, because they DO get the tires at dealerships very shiny.
I would go to a good auto parts store that has an extensive section of detailing products. Maybe also ask for a recommendation from one of the clerks at the store. Some good car wash stores have detailing products for sale too.
You'll get your best advice on which detailing products work best from someone who works in the car detailing profession. My family is VERY much into taking care of our cars, both maintenance-wise and detailing-wise. Alot of people don't realize how dirty the walls of a tire can be, so you want to make sure you wash them well, (don't forget the rims - they can be FILTHY) as you wash the rest of your car. Then, dry off the wheel before you apply the tire shine product. Sometimes you have to do a second application.

You can usually buy a good tire shine product at Wal-Mart. I am extremely anal about my tires being shiny so I feel your pain.
I usually use Armoral or Wet-N-Black. I'm pretty sure they have some products for your rims that you can just spray and drive off (no wiping).

the sugar water thing sounds interesting. Can anyone verify that it works? It's hard to believe it would make them shine. What about cooking oil since tires are a petroleum product? one would think it might prevent rubber from drying out. However it might just attract dirt. Any thoughts?

You can buy a product called tire-wet, in most parts stores or wal-mart. Armoral will also do the same think.

A lot of places sell tire shine products and if you clean your engine and use it under the hood, the engine compartment will look new also.

auto pts store sells many fine products to get shine.. Autozone Advance. O'reilly Napa.... Also pick up some elbow grease.

Those products mentioned above are all good. If you want to save bean$, use sugar dissolved in water. Lasts about the same.
