For fishing and hunting, it's just another form of tax revenue. For driving, it's meant to assure some basic level of knowledge of the laws and ability to drive safely. It's a public safety issue, and therefore very important. Likewise for barbers and beauticians--to assure some basic level of knowledge and competence.
