How do I start talking to new people? I am very conscious on how I talk. I know I talk in a way that is different from other people. When I ask people questions, they tend to ask me to repeat my question. I made new friends a long time ago but I'm not sure how to make new friends currently. I forgot how to make new friends?

Is the responsive theory is true? like if you ask them a question, they answer with close answers, like in the beginning of the class where the class didn't started yet.

Me: Hi
Stranger at class that sits nexts to me: Hi
Me: How are you?
Stranger at class that sits nexts to me: I'm good.

A responsive answer would be
Stranger at class that sits nexts to me: I'm good. How are you?

Is the whole reponsive theory is true? or is it that that person is just shy or busy or doesn't want to make friends with you?

You are not far wrong. The theory is false people are lazy. Just accept it and go with your gut and be you. OUtgoing I would imagin and you do what you do best with what you got because if they don't care they are not worth your time honey. Start off with what you know and start off small as usual and I am sure with practice it will come back to you like a great song, you never really forget the words. Powerful.I'll be your friend.

The thing is that you are limited in asking just two question hi and how are you?. you should guess person's interest in asking more question abt games, TV, sports, movies and music and day to day life. Then you can know what interest other person and accordingly you can make good friends.
Good Luck

I wouldn't say its a theory, its just how people react to. If you want to make friends start associating with others. Just like that uhh theory...for example just tell them hows life and keep talkin to that person eventually you'll think of a phrase to say to people ok!
