That could be normal...initially. But you've only got one tube and a sphincter shuts off urine to make way for ejaculate.

At the risk of hearing more than I want to on the subject, why do you think that your sperm comes out with urine? Most people after they pee are content to just flush the toilet not grab a sample and check what they see there. You might have protein in your urine completely unrelated to sperm but related to urinary tract problems. Unless you are peeing onto a microscope slide you probably can't tell sperm from anything else floating around in the toilet bowl. If instead you are seeing other fluid in your ejaculate when you are masturbating that might just be the other fluids that are normal for it.
Take a sex ed course if you are curious. Get a better hobby if you are obsessed.

Are you sure that in the urine is coming out sperm too?
Besides you don't say if that fact happens every time you pee or only after some masturbation. In the first case, there are some men with a very sensible and sensitive prostate, which discharge by itself with no masturbation act even.
Then, in the second case, it could just be normal since some sperm remains the the conduct coming out with urine.

no because you are probrably too young and sperm somtimes comes with urine but when you develop a little more you will see that go away
