in windows, sam stands for security account manager.

the 'sam' *file* (not registry), which is normally in the c:\windows\system32\config folder contains the usernames and passwords of all user accounts in windows xp, nt, and 2000.

the equivalent registry key is likely related to this file, and as there is no visible information within that registry location that kinda mirrors how the sam file is locked from access.

while windows is up and running, you cannot open/copy/access the sam password file directly and will get a message saying the file is already in use (it is, by windows).

if you were to use a linux based password reset disk to gain access to forgotten logins in windows, they normally boot to linux then access the sam file and change the password in that file.
