It should have a toilet flange in which rhe bolts stick will slide into and stick with the threads showing. YOU used a wax gasket sealon otp of the flange, and sit the toilet bowl down on the seal with the bolts going thur the bottom.the toilet should sit firm ion the flange and not rock either side or fron or back i fit is square with the floor. if it isn't sititng squar eon the floor it will never seal properly and will eventually leak and maybe crack. after getitng it square and tight gently tighten the bolts until they are snug. The bowl will not take much pressure without breaking. The key is that the toilet sets square on the floor and flange with no rocking motion before you began tightening. If it rocks first you cannot seal it right, and that must be taken care of first.

not too much leverage. hold the wrench or ratchet close to the head, or try using a nut driver. no long wrenches or 1/2 in drive ratchets.the bolts don't have to be real tight .gravity can be a wonderful thing. easy does it! just tight enough so that the toilet does'nt rock or swivel.

Snug, to just the point that the toilet does not wobble when sat on...more than that is unnecessary, and may break the porcelain.
