i kno labour's was in manchester but that was an exception and are usually held in brighton and bournemouth

Because Brighton and Bournemouth have venues that can accommodate the large number of delegates, also it is a means of saying thank you to their supporters for taking the British people for another ride with the lie, cheat and rob policy they all perpetuate.
The Labour Party held their conference in Manchester this year probably because they have lost two thirds of their membership and are heavily in debt, a smaller venue also makes it look well attended on television.

It isn't always, and I'm not just thinking about Manchester. Harrogate in Yorkshire is also on the conference circuit.

My guess is that it comes from the times (probably the 19th. Century) when all these venues were popular holiday resorts, especially with the middle and upper classes.

By the way, the delegates have to pay for their own travel and accommodation.
