Tampons aren't going to help your friend with her heavy flow, in fact a lot of women report tampons increase menstrual flow because tampons are bad for vaginal health as well as less hygienic than other menstrual options – unhealthy vagina equals menstrual problems - she would be better off trying to prevent heavy periods.
She would be far better off using menstrual cups because these can be left in for up to 12 hours at a time without leaking, they can be worn at night when not menstruating and for swimming, they are also a lot safer than tampons as well as better for the environment and cheaper. If she really wants to use tampons tell her to learn more about them first, then she will likely change her mind or at very least opts for safer options such as sponge tampons or organic tampons.
There is nothing more you can do then tell her to talk to her mother, you are right that is what they are there for, but people your age are generally embarrassed about their bodies and periods when really there is no reason to, least of all with other women who have already been through all of this.
You might want to suggest your friend makes a note for her mother if she is too scared to tell her to her face, say on the note what she wants or that she feels ready to use a different menstrual option and wants to try tampons, what brand she wants to use, and whether or not she wants to talk about it.
She can then either leave the note where her mother will find it or shove it in her hand and dash off as soon as she's given her the note.

I'm over 30, have had 3 kids and tampons bother the crap out of me! I can't use them.
Tell your friend that tampons aren't going to stop her from having heavy flow. But if she REALLY wants to try using them, tell there's nothing to freak out about and to ask her mom. Mom will understand, and may be able to advise her.

Tampons shouldn't be used for heavy flow anyway. And your friend should consult her mom before doing so. Tampons aren't recommended for young girls with heavy flow. It might make the problem worse. You also open yourself up to other problems, such as infections, irritation, and possibly hemmorhaging

Tell her to buy a box of tampons and then when she's alone with her Mom she should say something like.....
Mom, I want to try these because since my flow is heavy these would work better for me.
Always remember Mothers were young once and they've seen and heard practically everything. (and done most of it too) LOL

I'm guessing her mother is the one who purchases menstrual supplies. If that's the case, she is going to have to discuss it with her mom. Tell her to simply say, "I want to use tampons instead of pads. They are more sanitary. The is less odor than with pads. They are more convenient to carry and use at school. They can help me stay more active. There are no health risks if used properly. They cost less than pads." That should convince her mother.

if she does not want to speak to her mom then she needs to get advice from someone that has used tampons before. i prefer them because it is less hassle than pads. i was also embarrassed to ask my mom but there comes a point where you have to confide in your mom ,this is one of those times.

She needs to talk to her mom...but I dont think that her mom will have a problem with letting her use them. If she doesnt want to talk to her mom maybe you could suggest she could talk to YOUR mom

Just tell her to buy a box. It is none of her mother's business that she prefers tampons over pads. Even it is was, I doubt that her mother would mind.
