Based on my experience having four motorcycle in the past. I would suggest you to learn on a motor bike. Doing so, it will be much more easier for you to ride any two wheels in the future and especially much safer.

Most scooters are 'twist and go - that is, they have an automatic gearchange system, whereas most motorcycle are manual gear change.
Clearly, the scooter will be easier to drive, since you only have to steer and brake.
On a motorcycle you have to steer, brake
and select the right gear for the circumstances you meet on the road.
Also, scooters tend to be small engined (though there are a few larger capacity machines models available), whereas some motorcycles, e.g., BMW, have enormous engines.
To safely manage machines of such capacity, with their physical size, weight, power output and performance takes great skill.

It is not easier one way or the other... Just start small. I would chose whichever way you intend to go. If all you want to do is ride a motor scooter, than buy a motor scooter. If you want to ride motorcycles, buy a motorcycle. If you just want local travel, get a motor scooter. If you want to ride the open road, get a motorcycle. The main differences between the two is the weight distribution, wheel size, and where your legs go. Once you get used to a small size bike, upgrade to a bigger one. 250cc or smaller is recommended for a first bike.

I would sy that scooters are easy to master quickly than motor bikes cuz, for a novice, it is important to learnt o balance first rather than play with fiddly gears and clutches. Build ur esteem on a scooter and then once u master it , move on to a motor bike.

Either is a thing of balance. If you can not ride a bicycle don't try with a new machine a old beat up motorcycle will do. Do not ride with any appendage disability you have to use all of your feet and hands.

for you, stay away from the scooter. if you can't even spell it i don't think it's a good idea to drive it.
