Download a freeware program called FastStone Image Viewer. It takes some getting used to, but it works great.

most photo editing program now can do red eye removal (note: it is not red eye reduction. Red Eye Reduction are different thing, see note below). If you want to spend several hundreds of dollars for a photo editing software, you could buy Adobe Photoshop. If you want a good and free image editor, you should download Gimp from http://www.gimp.org/ . For a quickie image viewer, which has the basic capability of image editor, use the free image viewer IrfanView (http://www.irfanview.com/ ). It can do red eye removal and the download size is small compared to an image editor like GIMP (although it can't do much than to view images quickly).

Note: Red Eye Reduction are flash tricks where the camera flashes the flash several times before taking the picture or the camera gives out red light before taking picture. This is different with red eye removal, which is a process on computer to remove red eyes on photos that have been taken with red eyes. Be careful not to mess them up.

If you just want to reduce red eye use Picasa from Google which is free and works great for basic editing.
If you want to go a bit more advance and edit your pictures I would recommend my personal favorite The Gimp, Some people compare to Adobe Photo Shop, just with some few tools missing and of course my favorite- its Free
