It serves several purposes;
1-A place you can rance off before entering the pool to remove sweat, dirt, lint, and such. This helps keepingit clean.
2-A place you can rance the pool water off so as to remove the tace and smell of clorine.
3-A place to change clothes, such a sinto and out of bathing suits.4-A place you can store your clothes while swiming, and store such things as towels, pool tools, pool chairs or toys ect.
4-A place ot house the pool equipment if you want such as pumps, motors, electrical gear.
5-A place to install play things such as pool table, musical instruments, grills, cooking equipment for outside fun.
6- In all it's nice to have a pool house as it's easier to operate the pool, and keep it free of equipment, plus it can be a place to store in-laws:)

For some silly reason, people are uncomfortable changing in front of other people. A pool house allows someone to do this without tracking water and other things through the main house.

My family and I just got out of a situation like this. The thing is, as long as she's telling you when the agents are coming to inspect, there's not much you can do about it. However, you may have something with the frequency of the situation. I can understand maybe once a week, but if she is consistently bothering you, you may be able to discuss the law with the chief of police in your area and see if you can do anything about it. I wish you the best of luck. This is the worst kind of situation, and I hope you and your (soon-to-be-bigger!) family find something that makes you happier.

a pool house is to hold the filter and pumps but some also have a shower and changing room

(no, really, I would assume that it is a place to possibly change clothes, bathe, and store pool chemicals and the machinery needed to heat/clean a pool.
