This could be an idication that you . or rather the tree, has a sucking insect feeding on it. Try to pin point where the "sappy stuff" is coming from and look close for insects. If it is a sucking insect the best control is a systemic insecticide. However, the sap will soon be flowing down the tree thus not a good time for application. For fall clean up, be sure to rake and dispose of all the leaves - DO NOT COMPOST, and in the spring apply a systemic insecticide as soon as new growth appears.

I remember a Ray Mears programme where he tapped oak trees for the resin they produce and made an alchoholic drink from it, but these trees were deliberately damaged in the spring to let the resin flow, don't know what could be damaging the bark on yours but if the tree is otherwise healthy I wouldn't worry about it much.
