Children usually stay in their own neighborhood (hopefully safe) so everyone knows everyone else. If they are in a group like you say I think 9 or 10 years old would be safe.Give them a set time to check in with you either by their cell or coming home for a few minutes.
Groups are always safer than being alone and letting your children go at this age could teach them some responsibility.

Most kids stop trick or treating at the age of 12, so to answer your question, I don't they are ever old enough to go by themselves. Even if you just drive them around and let them walk, around, house to house, while you wait in the car, would be better than letting them go alone, the world is a crazy place and you can never be too safe when it comes to kids....Just my opinion!
