ON the low end of the scale at 0 degrees Kelvin. (-275.something Cel). At that point Temperature (the movement of the molecules) does not exist any more. Therefore it is not cold. Everything above that up till exactly 27.1828 Degrees Celsius is cold. 27.1828 is one of the special numbers in science.

You're probably talking about how really cold things can sometimes cause a burning sensation on your skin. This depends ont he material involved and the temperature and does happen. But it's not called "hot", it's just how human nerves react to the sensation.

I have no idea but I would think it more like there is cold which is below 10c amd a medium temp which is 10-20c and above 20c would qualify as being hot in England.

It depends on the time of year. Near the end of summer 70 can feel cold, but near the end of winter 35 can feel pretty warm. It's all relative, I guess.

HOT is anything above 95.

That would depend on where you live. Different regions have different norms.

In Miami, Florida 84 F may be considered hot whereas it might be 72 F for someone from, say, Maine.

Depends where you go. People from Seattle (my cousin) are not used to the so called "hot" 84 degree tempreatures down in Tejas. But when I went to Seattle, 50 degrees was comfortable to her while i was shivering.
