The producer is the one person responsible for everything in the movie. He is the boss man, everyone else reports to him. He may not be the major financial backer for the movie, but for all purposes the producer is the one that calls the shots.
The money comes off either his own pockets, or a studio, or external investors.
Some of the thing a producer does:
1. Directly manages the lead people involved in making the movie happen, like the principal, photography and casting directors, etc.
2. Oversee the budget for the movie and make adjustments as needed.
If you want to see a producer working hands-on, try to see if you can find Project Greenlight on DVD. It was a show concentrating in all the work that takes place behind the scenes when making a low budget movie.

Movie producers are essentially investors. They invest in a film with the risk of success factors involved. Most films have several producers and associate producers to aim the amounts needed to film the project.
